Yes, it is quite shocking that athletes are willing to pay for performance enhancement and that others are willing to make money by selling it to them.

What's actually surprising is that there exists an organization called the "Anti-Doping Agency." It sounds like the threatening law enforcement presence you would make up to convince your stoned cousin to bury his stash in the backyard for safekeeping, knowing full well that he would forget where he hid it and you could go dig it up later.
